A 1–20 desk recruiting agency in 2026 should buy software that is an ATS and a client CRM — jobs, candidates, and companies in one login — not an in-house hiring tool sized for a 20-person company. On published prices we opened on 2026-08-28, that usually means Recruit CRM Pro at $95 per user per month billed annually (USD object the pricing page loads) when you need deals and invoicing, or Recruiterflow Platform at $119 per user per month yearly ($149 monthly) when you want a printed seat with no add-on menu; skip Manatal, JazzHR, Workable, and Breezy as the system of record.

This guide is for boutique recruiting agencies, search firms, and staffing desks of about 1–20 recruiters. You fill roles for clients. You think in desks, reqs, and a book of companies — not “hires per year for our own headcount.”

Annual (or the yearly rate the vendor prints) where they print both. Multiply only when the public page is per user / per recruiter. Top Echelon TE Recruit is omitted here because the sticker was not printed as a per-user unit. Recruitee and Recruiterflow AIRA and Bullhorn Pro/Max have no dollars to multiply.

Three Recruit CRM Pro desks ($285/mo) still cost less than three Recruiterflow Platform desks ($357/mo) on those yearly stickers — before Recruit CRM add-ons. Three Manatal Professional recruiter seats ($45/mo) are cheaper than one Recruit CRM Pro desk. That does not make Manatal an agency CRM.

The live HTML lists Pro / Business / Enterprise, a monthly vs annual toggle, and “Save up to 20%.” It does not print dollar amounts. The page ships a published USD fallback (billing object labels: Team Plan / Business Plan / Enterprise Plan; the cards say Pro / Business / Enterprise) and then geo-prices. We quote USD from that object:

Add-ons in the same published USD object, billed on top of Pro/Business: LinkedIn Messages $15/user/mo monthly or $150/user/year; Advanced Analytics $30/user/mo or $300/user/year — both billed per user on total user count; free on Enterprise. The pricing page did not print a candidate-database cap.

Trial copy: free trial / “Start free”; certain usage limits may apply. It did not list a length in days. CSV/Excel import of candidates, companies/clients, and linked notes is free; paid migration is priced on data volume, 10–14 business days.

Limitation: the Pro sticker is the license. Matching is 2 on Pro. Automation, boards, enrichment, LinkedIn, and analytics are extra on Pro and Business, and two of those lines multiply by every seat. A lot of desks will land on Business ($135/user/mo annual) before the product matches the demo.

Platform plan in page source: USD $149 monthly, $119 yearly, per user. Meta and JSON-LD on the same page: pricing starts at $119/user/month (JSON-LD offer name: “Advanced Plan”). Copy on the Platform card: created for search firms needing an end-to-end solution. Feature grid we opened: unlimited jobs, candidates, contacts, companies; LinkedIn imports and Chrome sourcing; custom ATS/CRM; branded careers page; email, calls, text.

AIRA plan is “Let’s chat / custom pricing.” Excluded from tables. FAQ on that page: both plans include the core ATS+CRM; AIRA is the AI-agent layer; “No add-ons. No surprises. No extra costs.” Self-serve Excel/CSV import is free; white-glove migration is paid, typically 6–8 weeks, priced on data volume. No forever-free plan printed on the pricing page we opened.

Limitation: Platform is a real printed number; AIRA is a sales call. If the demo is about AI agents, you are off the $119 sticker. Per-desk math is unforgiving at three and five seats ($357/mo and $595/mo yearly) relative to Zoho Staffing, and there is no “free hiring manager” line — every login that is a user is a user.

Skip Recruiterflow if you need AIRA on a published price, you hire only in-house, or you want Zoho’s $25 Staffing floor and already live in Zoho.

Zoho Recruit Staffing

Staffing edition is the agency-relevant SKU (Standard / Professional / Enterprise). Corporate HR is the in-house SKU — do not buy it for a client desk just because the Standard dollar matches.

Skip Zoho Recruit Staffing if you need a modern agency CRM as the system of record, you refuse per-recruiter billing, or you thought Forever Free would cover a desk.

Manatal (usually the wrong buy for a client desk)

Product: Manatal. Pricing: manatal.com/pricing, opened 2026-08-28.

Professional $15 per user per month billed annually ($19 monthly) — 15 jobs, 10,000 candidates, unlimited hiring managers. Enterprise $35 annual ($39 monthly). Enterprise Plus $55 ($59 monthly). Custom on demand. FAQ on that page: Professional is $15 USD per user/month (billed annually); 14-day trial, no card. The pricing page lists CRM, mass email, a career page, and Chrome sourcing. It does not list deal pipelines, invoicing, or bulk texting the way Recruit CRM’s public grid does.

Limitation: the $15 seat is the story, and it is a true published number. It is priced for in-house recruiters plus free hiring managers. After 14 days you pay or lose access. AI Interviewer is an add-on with no public dollar — we omit a price.

Skip Manatal if you invoice clients, you will have more than 15 open jobs and refuse Enterprise ($35/user/mo annual), or you need a free plan. If you are in-house, it may be the right buy — that is the SMB page, not this one.

Bullhorn and Top Echelon (printed floors, then a wall)

Bullhorn (bullhorn.com/pricing, 2026-08-28). Small-agency plans: Starter $99/user/month (ATS, parsing, client management, career portal). Core $165/user/month (marketplace, custom fields/workflows, LinkedIn RSC/Apply Connect). Pro and Max: Talk to us. Recruitment CRM (sales pipeline) is listed on Pro, not on the $99 card. Larger Front Office / Bullhorn One plans printed no dollars. A 5-desk shop on Starter is $495/mo at the sticker and still may not have the CRM the demo sold. Boutique context: Bullhorn for small agencies.

Limitation (Bullhorn): the published floor is real; the product most agencies mean by “Bullhorn” is quote-only. Skip Starter if you need the sales pipeline. Skip the whole line if you will not take a sales call for Pro and you can finish checkout on Recruit CRM or Recruiterflow.

Top Echelon TE Recruit (topechelon.com/pricing, 2026-08-28). Standard $75 Monthly billed annually, $89 billed monthly. Professional $89 annual-rate / $110 monthly. The page discusses seating for individual users, single teams, or larger company users, but the sticker is not printed as “per user,” so we do not multiply it by desk count. TE Network (split-placement) is a different product: $150/month per agency monthly, $135/month billed annually, plus a $350 one-time startup fee (waived on the yearly plan). Copy: no contracts, no surprises; data enrichment, SMS, and job-board posting note that an additional subscription may apply.

Skip Top Echelon if you need a per-desk unit in writing, you only wanted TE Network, or starred add-ons (enrichment/SMS/posting) are the product and they are not in the sticker.

Quote-only — Recruitee, and the rest of Bullhorn

Recruitee (recruitee.com/pricing, 2026-08-28). Start / Advance / Optimize. No dollars. Page: “If you’re an agency, contact us for a custom quote.” FAQ: subscriptions tiered by plan, employee count, and billing period; annual is a 20% discount; minimum commitment one year. That is an in-house ATS with an agency SKU behind a form — not a boutique default.

Bullhorn’s small-agency pricing page printed Starter at $99/user/month and Core at $165/user/month on 2026-08-28. Five Starter seats would be $495/mo at that sticker. Recruitment CRM (sales pipeline) is listed on Pro, which is “Talk to us.” A 5-desk boutique that needs a published CRM price should finish Recruit CRM Pro ($475/mo annual for five seats) or Recruiterflow Platform ($595/mo yearly) before taking a Bullhorn sales call. What is the difference between an ATS and a recruiting CRM?

An ATS tracks candidates against jobs. A recruiting CRM also tracks companies, contacts, and the deal that pays the desk. Agencies need both objects in one login. In-house HR needs an ATS. If the vendor’s public grid does not list clients or companies, deals, or invoicing, it is usually the wrong buy for a recruiting agency — even if the seat is cheaper.
