On per-recruiter tools (Manatal, Zoho Recruit), the second and third logins are the trap. On this three-way, the published bill does not triple when a second hiring manager signs in — Breezy is flat, JazzHR’s public page has no per-seat line, Workable meters company headcount, not recruiter seats. The trap is buying the wrong shape.

Verdict: The honest first ATS off Gmail when hiring managers will log in, and the only one of these three with a real free plan. Not the cheapest paid seat if you are a true solo recruiter shopping per-user AI tools — that comparison lives on the small-business guide.
Who it is for: 10–75 person companies hiring regularly. One owner with one live role can stay on Bootstrap. Three-plus people, or more than one open job, should look at Startup.
What is good: Bootstrap is actually usable: branded career site, 50+ job boards, resume parsing, GDPR tools, unlimited users, multi-language support. Paid Startup adds unlimited positions, automations, questionnaires, self-scheduling, Slack, mobile apps, bulk actions, background-screening integrations. Growth (the “most popular” label on the page) adds scorecards, interview guides, referrals, e-signatures, external recruiter support. Business adds offer management, custom roles, HRIS integrations, priority support.

Who should skip: Teams that need Custom Pro (API, advanced reporting, dedicated AM) on day one. Solo recruiters who want a $15/user AI seat instead of a $157 flat plan — that is a different buy. Anyone whose “ATS” is really an HRIS they already pay for, with fewer than ~10 hires a year.

Who it is for: Small businesses that want a named ATS, will pay once a year, and do not need a free plan. Hero is “getting started.” Plus is where the page lists AI-powered matching, structured interviews, automation, and up to 200 active jobs.
What is good: Hero is a full ATS at a published yearly floor well below Workable’s $3,588/year Standard band: job postings (starting at 3/month), email templates, LinkedIn Recruiter integration, premium listings. The comparison grid on the pricing page lists free job boards, a searchable database, knockout questions, resume parser, calendar sync, interview guides, and evaluation templates across the plans we could see. No per-seat fee is printed. Pro adds offers & eSignatures, advanced visual reporting, custom reports, workflow reports, and all-access support.
Pricing (2026-08-28, jazzhr.com/pricing): Hero $1,000/yr. Plus $3,480/yr. Pro $5,508/yr. All three labeled billed annually. Verdict: Best published-price pick of this three when one person owns hiring and will use the sourcing suite. Easy to overbuy if you only needed a kanban. That is the honest line: do not buy Workable if you are a tiny team that posts a role twice a year and just wants a pipeline.
Who it is for: A single recruiting owner at ≤20 employees who will use job-board distribution (the page lists 200+), a careers page, and the ATS. Not for “we post on Indeed twice a year.”
What is good: Standard includes the candidate sourcing suite, ATS, unlimited active jobs (fair usage), hiring plan, custom report builder, additional permission sets. You pay for headcount, not for how many people you hire this quarter. Crossing 20 employees is a different band with unpublished (to us) dollars.
Do not buy Workable if: you only needed a pipeline and a careers page; you hire fewer than about 10 people a year and already pay for an HRIS that posts jobs; you will not use the sourcing database; you are a 12-person shop shopping “an ATS” and the $299/month Standard band is the entire recruiting software budget. In those cases Breezy Startup or JazzHR Hero is the published-price buy.
Who should skip: Pipeline-only teams. Anyone who needs a printed price for the 21–50+ employee bands before they will sign — we could not quote those. Teams that want the Agent inside the 15-day trial (vendor: trial does not include it).

- Free start. Only Breezy. JazzHR and Workable are paid after you leave the (Workable) trial. JazzHR’s pricing page did not print a numbered trial in our capture.
- How you are billed. Breezy: plan tier, unlimited users on what the page shows. JazzHR: yearly plan floor, no per-seat line. Workable: company employee band. None of these three is “$X per recruiter” on the pages we opened.
- The job cap that bites a small team. Breezy Bootstrap: one live role. JazzHR Hero: postings starting at 3/month. Workable Standard: unlimited active jobs, fair usage. If you run five concurrent reqs, Bootstrap and Hero are the wrong shelves.
- Sourcing vs tracking. Workable’s pricing page leads with a candidate sourcing suite (200+ boards, 400M+ profiles in the feature list). JazzHR and Breezy are ATS-first with board distribution. If you will not source in-product, you are buying Workable for the wrong reason.
- AI is an add-on everywhere that prints it. Breezy Intelligence starts at $30/100,000 credits. Workable Agent is credit-priced; 3,000 free on paid accounts, not in the trial. JazzHR lists AI-powered matching on Plus, not on Hero — and we saw no separate AI dollar on that page.
- HR bundle. Workable’s page is recruiting + HR (HRIS, onboarding, time off, time tracking). Breezy’s Onboard is an add-on from $49/mo. JazzHR’s public grid is hiring-shaped (offers/e-signatures on Pro or as add-on). If you already pay BambooHR / Rippling / Gusto, do not double-buy Workable HR “because it is in the bundle.”
Who should skip each tool
Skip Breezy if you need Custom Pro on day one (quote-only: API, advanced reporting, dedicated AM) or if you are a solo recruiter who would rather pay a published per-user AI seat than a $157/mo flat plan. Skip Bootstrap as your long-term home if you always have two jobs live — the free plan is one active pool or position.
Skip JazzHR if you will not sign a yearly invoice, you need a free forever plan, you need e-signatures without Pro/add-on (no add-on dollar printed), or you already know you need Plus ($3,480/yr) and have not compared that number to Breezy Growth and Workable Standard.
Skip Workable if you only needed a kanban and a careers page; if you will not use the sourcing suite; if $299/month for 1–20 employees is absurd next to how often you hire; or if you need a public price for 21–50+ employees before procurement will move. Do not buy Workable as “the safe brand” for a 12-person company. Brand is not a list price.
How to pick in 10 minutes
- Count last year’s hires. Under ~10 with an HRIS: stop. You do not need a second subscription. Over ~40 with structured interviews: you are leaving this three-way — see Greenhouse alternatives for small teams.
- Count concurrent live jobs. One: Breezy Bootstrap is a real option. Several: Bootstrap is a trap; Hero’s 3/month start may be too. Then you are on Breezy Startup or JazzHR Plus or Workable.
- Count who must log in. On these three, extra hiring managers do not print a new seat on the pages we opened. Extra employees can move you up a Workable band.
- If the only reason you typed “Workable” is that it is famous, price Breezy Startup and JazzHR Hero first.
- Apply to your own test job on a phone. Have a hiring manager leave a scorecard with no training.
